How To Disable or Move Swipe Action Center from Windows 10?

I'm having a LOT of issues with my Surface Pro 4 over the silly action center swiping on my screen almost every time I use it. I found a way to disable Action Center from the task bar, but it does not stop the main issue I am having. All other sources have led me no where. There has to be a way to disable this feature, or at least move it to the left side of my screen where it can never be touched. It is extremely annoying, I never use it, and it only floods my feed with "your settings are out of date" when they are not. I am a teacher and I use this device in my classroom. The constant disruptions from this application needs to stop.
