No F1 help

I just downloaded Office 2013 for my new computer with Windows 8.1.  I can't find how to locate help.  F1 doesn't do anything in any of the programs.  This may not be the best forum but I couldn't find a better one.

Help.  Where do I locate help?

Does the issue only occur in Outlook or also with other Office applications?

 

Rename the ‘Microsoft Help’ folder and then repair Office 2013. Once the repair process completes, then try using Help (?) feature and verify the results.

 

Follow the steps given below to rename the Microsoft Help Folder:

 

1. Press the Windows + R key on the keyboard.

2. Copy and paste, or type the following command in the Open box, and then press Enter:

%Programdata%

3. Rename the 'Microsoft Help' folder as 'Microsoft Help.OLD'
