Trouble downloading map pack bundle

I am having trouble downloading the map pack bundle I purchased for CoD WaW. It seems to get to around 80percent and then says unable to download. It gives the status code. doooo16b I have tried everything on the suggested thread. I have reset my router. I have opened the suggested ports. I have cleared my cache and deleted and redownloaded the map pack bundle. Nothing has worked. Any help would be greatly appreciated.

Sorry didn't see an edit button but the status code is actually d000016b. And I tried everything in this thread support.xbox.com/.../mblwp.aspx

Are you having issues downloading anything else? Can you also go to http://speedtest.net on a computer on the same network as the console, take the test, and then post the result image back. Thanks!

Call of Duty World at War content is region restricted. That means if you are out of your XBL accounts region then you will experience issues accessing and/or downloading certain content and Marketplace features. If you are in a non-supported Live region you will also experience issues with the above.

 

In order to get the content you must meet all of the criteria:

 

Account Region+Game Disc Region+Physical Live in Region=ALL must match

 

example:

 

US+US+UK=Denied           US+UK+UK=Denied           US+UK+Au=Denied                US+US+US=Access

Pretty sure it's US+ US +US. Still no access though . It will go till around 82% then say can't download and give me status code d000016b. Does anyone know what that status code means?

This is pretty much bullshit got tired of the problems with this so traded the game in and ate the 15 buck loss for the mappack. Bought COD blackOps and rezurection map pack and now I have the same fn status code. What is it someone from Microsoft should know and customer service keeps refer me to here. What a joke.
