Region/Downloading Issue

Hey guys I live in Ontario, Canada in a region where xbox live is available.  However when my brother set up our account Karson1212 he accidentally set it to Alabama, United States.  I had no problem downloading the map packs on MW2 a while back but I cant download any of the Black Ops Maps.  I also cant enter MP Cards.  I bought some points on Paypal and I cant download the Black Ops Maps! I have downloaded many other games like Portal 1 but when I try to download any of the Black Ops maps it says "not available in your region".  I have about 8 months gold left on Karson1212 and I dont want to have to spend an extra 60 bucks to create a new gold account thats just rediculous.  Any other solutions?

Sorry, but with region locked content, your account region and physical region have to match in order for it to download properly. The only solution is to create an account with the correct information.

Nothing can be transferred between profiles.

Well a cheaper route create an account in your actual region and purchase it that way it doesn't need to be gold

but the dlc is usable accross all profiles if it is the purchasing console
