lost and damned suppose to look all fuzzy?

kinda looks staticky like white noise on a tv or somthin but not as bas jus a tiny bit, is it suppose to b loike that? of it is idk what they were tryna do make the graphics better? if so i dont like it, think it look stupid and is annoyin a lil bit it looked fine the way it was in the orignal copy of gta iv

It was made that way by the developer. If you go into the game settings, you will find an option called Noise Effect. Turn it off and the static is gone.

Correct. That was the very first feature I turned off when I played TLAD.   I think it might also be in TBOGT.  Once you turn the noise effect off the game actually looks quit nice.

Doesn't Mass Effect use the film grain thing as well?
