Can't download "Ill-Gotten Gains Part 2 for GTAV

I have tried now for 2 days to download the second part of the Ill-Gotten Gains but it pretty much stalls and fluxes between 0-75%. It starts off well enough, but after reaching 51% it jumps to 67%, then 75, then back to 0 and so on. Finally getting back to 75% then it says "Can't download."

I have searched other forums and posts, going down a list of potential fixes for issues like this, but nothing has fixed it. They include:

  • Checking my region's match up
  • Checking the ports on my Netgear router
  • Clearing the marketplace and system caches multiple times and restarting.
  • Connection is up to 3 mbps and is stable with no issues.  

I have never had this problem before, and I recently downloaded the Metro Games with Gold and had no troubles, nor does any other download give me trouble. I also have an Xbox One and I have no issues online with it. I'm out of idea's here... so some extra input would be wonderful. And I realize my connection may seem a bit slow for some, but given the area I live in it's all I can get. Only on rare occasions do I play online, and when I do it is stable with hardly any lag.

 There may be a bad sector on your hard drive. Try downloading something close to the same file size and once that it complete, try re-downloading the GTA content again. By having something else on that set of space, it will ensure that the GTA content stores on a different set of sectors. Let us know if this works for you.

I just discovered that part 1 failed to download as well, and attempting to re-download that gets me the same results. I re-downloaded some Mass Effect 3 add-on's that were close to the same file size and they succeeded. But even after that the GTA add-on's still fail. I hope the game itself hasn't gotten corrupted somehow? GTA won't let me play online again until I get those add-on's installed.
