Windows 8 store fails to install apps

I've just bought a new windows 8 PC. Only had it a few days and barely used it, but already plauged with issues. One of these problems is that the app store fails to install apps. I've only tried to install two apps, both failed. One was Microsoft's Solitaire Collection (free), the other was "Multimedia 8" (free). I tried each a few times. They download, but don't install, eventually displaying an error about failure to install after hours.

 

Searching the net I found some suggestions all of which I tried, but they haven't helped. Things like:

- Ensuring Windows Firewalls is on (It was)

- Ensuring the correct Date/Time (It was, but I tried updating it with "Internet Time" just in case)

- Doing a "Sync Licenses" from App Updates (which I did)

- Changing from a local account to a Windows Account (which I did, didn't help, so I changed back to a local account again).

 

The final suggestion I found was to perform a "Windows Refresh" which seems ridiculous that that should be required on a new PC with barely 3 days of use. If I do peform a "Windows Refresh" I understand this will keep my data (documents, pictures, etc), but will remove all my desktop applications - does this include Microsoft Office & Outlook? Because I don't have any disks for them. It's a new Dell PC and Office & Outlook came preinstalled on it. All I have is a license key. I've already spent many hours installing photoshop and canon software, activating windows and office licenses, trying to get outlook working with my ISP. The idea of going through all of that again is daunting and more than a little irritating, so hopefully you can provide a solution that doesn't involve reinstalling windows.

It looks like you have issues with downloading apps from windows store. Let me assure you that you have come to the correct place for the resolution of your issue.

 

I would like to inform you that to install apps from windows store you need to have a Microsoft account. You will not be able to download apps from windows store with a local account.

 

I would suggest you to follow these methods and check.

 

Method 1:

 

Run Apps Troubleshooter

Download and run the Modern UI App troubleshooter. Here are the links for your reference.

Method 2:

Try to install in Clean boot state:

 

Clean boot: To help troubleshoot error messages and other issues, you can start Windows by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts.

 

Step 1:

 

a) Press the ‘Windows + R’ key on the keyboard.

b) In the ‘Run’ windows type ’MSCONFIG’ and click ‘Ok’.

c) Click the ‘Boot’ tab and uncheck ‘Safe Boot’ option.

d) On the ‘General’ tab, click to select the option ‘Selective startup’, and then click to clear the option Load startup items check box.

e) On the ‘Services’ tab, click to select the ‘Hide all Microsoft services’ check box, and then click ‘Disable all’.

f) On the ‘StartUp’ tab, click ‘Open Task Manager’. In the Task Manager window under startup tab, right click on each startup item which are enabled and select ‘Disable’.

f) Click ‘OK’, and then click Restart.

 

Step 2:

Enable half of the services

 

a. Follow steps 1a and 1b to start the System Configuration utility.

b. Click the Services tab, and then click to select the Hide all Microsoft services check box.

c. Click to select half of the check boxes in the Service list.

d. Click OK, and then click Restart.

 

Step 3:

Determine whether the problem returns

 

If the problem still occurs, repeat step 1 and step 2. In step 2, click to clear half of the check boxes that you originally selected in the Service list.

If the problem does not occur, repeat step 1 and step 2. In step 2, select only half of the remaining check boxes that are cleared in the Service list. Repeat these steps until you have selected all the check boxes.

If only one service is selected in the Service list, and you still experience the problem, the selected service causes the problem. Go to step 6. If no service causes this problem, go to step 4.

 

Step 4:

Enable half of the Startup items

If no startup item causes this problem, a Microsoft service most likely causes the problem. To determine which Microsoft service may be causing the problem, repeat step 1 and step 2 without selecting the Hide all Microsoft services check box in either step.

 

Step 5:

Determine whether the problem returns

If the problem still occurs, repeat step 1 and step 4. In step 4, click to clear half of the check boxes that you originally selected in the Startup Item list.

If the problem does not occur, repeat step 1 and step 4. In step 4, select only half of the remaining check boxes that are cleared in the Startup Item list. Repeat these steps until you have selected all the check boxes.

If only one startup item is selected in the Startup Item list, and you still experience the problem, the startup item that is selected in the list is the service that is causing the problem. Go to step 6.

If no startup item causes this problem, a Microsoft service most likely causes the problem. To determine which Microsoft service may be causing the problem, repeat step 1 and step 2 without selecting the Hide all Microsoft services check box in either step.

 

Step 6:

Resolve the problem

After you determine the startup item or the service that causes the problem, contact the program manufacturer to determine whether the problem can be resolved. Or, run the System Configuration utility, and then click to clear the check box for the problem item.

 

Step 7:

 Note: After you have finished troubleshooting, follow these steps to boot to normal startup.

a) Press the ‘Windows + R’ key on the keyboard.

b) In the ‘Run’ windows type ’MSCONFIG’ and click ‘Ok’.

c) On the ‘General’ tab, click the ‘Normal Startup’ option, and then click ‘OK’.

d) When you are prompted to restart the computer, click ‘Restart’.

 

 

Method 3:

Perform System File Checker

a.      Press the Windows + X keys and click/tap on Command Prompt (Admin).

b.      In the elevated command prompt, type sfc /scannow and press Enter.

 

NOTE: This may take a while to finish running.

The sfc /scannow command scans all protected system files and replaces incorrect versions with correct Microsoft versions. When the scan is complete, the System File Checker tool indicates whether integrity violations were found. If integrity violations are found, the System File Checker tool lets you fix the integrity violations.

 

Method 4:

Disable proxy connection

 

If you are using any Proxy connection, then try disabling the proxy connection and check.

Follow the steps to disable proxy Settings:

a.      Click the Gearbox at the top right corner in internet explorer.

b.      Click the Tools button, and then click Internet Options.

c.       Click the Connections tab, and then click LAN settings.

d.      Uncheck the Use a proxy server for your LAN check box.

e.      Click ok.

Yes, I've got a Microsoft Account. When logged in as a local account and using the store, it asks for the Microsoft Account, which I've given it. (I did also try changing my account from local to Microsoft, but that didn't help, so I change it back to local again).

 

Tried the app troubleshooter you linked. It said it had changed some security settings, but that didn't help. Tried again to install MS Solitiare app and it downloaded but threw error 0x8024001e when installing.

 

I tried your system file checker, it found nothing wrong.

 

I should also mention that no windows updates are working either. They all sit on Preparing to Install indefinitely, even the smallest of them. There are over 600 meg of pending windows updates, more our monthly quota can download. Windows Defender also won't update it's definitions. I've tried various things for that too. Nothing has helped thus far. Similarly app updates also fail.

 

Re the clean boot idea. I tried disabling all non Microsoft services and everything in Task Manager's start up. The problems (things not installing) was still there. I assume that means the issue lies with a Microsoft service. So I tried also disabling half the Microsoft services, but I suspect one of them must have been critical to the windows update process itself, because attempting to install the smallest pending update (33KB KB2772501 threw error 80246008, and attempting to update Windows Defender then said error 0x8024402. I wasn't sure what to do after that.

 

Can you provide any additional help?. Do you want to connect to my PC remotely? At this point my PC is incapable of installing updates of any kind (windows updates, app updates, etc).

PS: Adobe photoshop wanted install updates, so I let it, and that much works. So it seems the inability to update is limited to Microsoft's Windows Updates, Defender Updates, Apps  Updates, and apps from the App Store.

Dear Chockstone,

Let me say at the outset that my reply will not sort your problem but  I simply wish to say that neither will the recent reply from Mishra. Most people with the new W8 installed have the same problem fundamentally it is because W8 has been rushed out before it is ready and is poorly engineered. Mishra and MSoft  software engs. are unable/unwilling to admit this and proffer non-solutions. To my mind (and this is what I am doing) just live with no windows updates and no access to windows store (not necessary anyway) just ensure you have a good AV program installed and, again as I am doing, when you next  buy a new computer in 3/4 yrs time buy an Apple.

Brand new PC, bought only a week ago, I've I spent every night since then trying to solve these bugs. I have yet to achieve any productive work.

 

Okay, so following your instructions I checked that the "Store" is allowed through the Windows Firewall. Yes it was.

 

Next I searched the Microsoft Download Centre and found a long list of updates related to Windows 8. I downloaded them all (using another PC, because this one didn't have enough internet credit for the 550Meg required). I then ran them all on this PC in order of release date.

 

Several of the updates requested a reboot, which I did for each in turn. Every time an update rebooted it said "Configuring Windows Update. 30% Completed" and promptly restarted without going beyond that 30%. Assuming that you know what you're doing with your own updates, I kept going and managed to get through them all.

 

Note, what I could find on the Download Centre was only a subset of what Windows Update claims I need. Here's what ran:

After all that I rebooted one final time, and checked Windows Update again. It's still wanting to install 5 updates pertaining to windows 8. (Ones I can not find directly on the Download Centre). I tried to select them and press Install, and it sat on "Downloading" for over an hour before I gave up, despite it  having internet access.

 

I also tried windows defender update again, and once more it reported error code: 0x80240022.  I also tried to install Microsoft Solitaire Collection app, and it now sits on "Downloading" indefinitely which is worse than it was before. During my many previous attempts it would at least get as far as "installing" before deciding to sit forever.

 

Further more the Adobe Application Manager associated with my installation of Photoshop CS6 is also now in a worse state since installing all those Microsoft Updates. It now fails to even open. It  says "we've encountered problems" and then shows a progress bar for "updating Adobe Application Manager" that never leaves about 15%.

 

So all up I'm worse off than before. Can you please offer me a solution? Can we escalate this to a higher support level please?

Having done all of that, at first I thought the problems were still there, but running Check for Updates a couple of times, it finally appears to have come good. The handful (3 I think) of updates remaining did manage to download and install via Windows Update - the first time it's ever worked for me. I was also able to enter the store and install MS Solitaire Collection - again the first time any app update or install has worked. I was also able to open Windows Defender and it's now happy, claiming there is no new definitions. Even the issue with Adobe Application Manager not updating has been fixed, and all the pending app updates in the store have installed correctly.

 

So fingers crossed it might actually be working! :-)

 

In addition this saga, I'm also having another issue with the PC occasionally freezing during start up requiring a power down and reboot, but this may not be Microsoft's problem and could well be hardware related (Dell's area), or something about drivers. I'll have to look into it when I have time.

I have been having the same problem

have been trying to install every day for at least one week or so. My defender updates install no problem what is annoying is the lack of answers from the so called support site. Having used Microsoft since GEM then Win 3.11 or what ever, its annoying to see the lack of info on the support site. This type of problem should not even arise on a new product that we have paid for in good faith. If you bought a new petrol car that could not run on petrol you would be upset, so likewise Microsoft get your act together, it`s not our job to fix your problems

I also had a problem with updates, this stopped me even seeing the 8.1 update in the store. When initially phoning Microsoft tech support it turned out the advisor had the same problem and had himself no idea. I`ve since identified the offending update ( on most PC`s ) and it is KB2871389 . Manually install, reboot and 8.1 is shown on the store and can be installed. I must also strongly agree with the previous quote from GeraldLilley. I usually end up sorting problems out my self as tech support tends to lag behind.

As a long term Windows user, I can live and work around most Windows bugs (that's part of the fun). I have yet to find a way around Mac bugs (and I have used Maverick on my less than a year old iMac and was initially impressed.. not so much now. Admittingly, Apple do have great hardware and OS).
