Answer

1)      If we purchase Windows 7 Pro 64-bit OEM software can we legally install Windows 7 Pro 32-bit instead?

You will need to purchase separate license for the 32 bit OEM disk, since they are sold separately. (This applies to System Builder Disks. If you are referring to name brand OEM's such as Dell or HP for example, you should request a recovery disk set for 32 bit Windows 7.

2)      Or do we need to purchase Windows 7 Pro 32-bit OEM to install 32-bit?

System Builder OEM - Purchase it

Brand OEM (Dell, HP, Lenovo) - request it.

3)      Also if we purchase Windows 7 Pro 64-bit OEM software can we still downgrade to XP Pro?
