Can I Do A Fresh Install Of Windows 10 OEM Or Transfer The License?

I'm upgrading my computer soon but I was given a System Builder/OEM license key and when I asked whether I could transfer the license the key to my new motherboard and storage drive they said I could using the "slui 3" + "slui 4" method to unlincense and license the key again. I've seen a couple posts saying that if you have an OEM key it is bound to the current motherboard you have and if you want to a free license you will have to buy the Retail key in order for it to be unlocked when transferring.

Edit: When I bought the key I wasn't aware that it would give me the System Builder/OEM key, it didn't mention anything about the key being OEM or Retail.

Under the terms of the OEM System Builder, the answer is no, you can't transfer it to a new motherboard, but you can reinstall and reactivate on the same motherboard.

If you need transfer rights, you need to purchase a full version retail license.

Thanks for the answer but Microsoft should remove OEM licenses off the shelves and should only be sold by them instead of having it in third-party companies such as key sellers (shouldn't really mention key sellers) and PC stores like Currys or Maplin.

OEM licenses are sold at retail outlets to allow those who build their own PC to obtain an operating system.

If you are building your own PC then you can use an OEM licence as YOU are the OEM.  You also have to provide your own support - MS won't offer you any.

The seal on the OEM System Builder package clearly identifies the type of license and also the End User License Agreement.

OEM System Builder licenses are used by white box vendors who build and resell PCs.

See Andre Da Costas reply, and let me add two points and clarifications, and make another comment:

1. It has nothing to do with changing the "storage disk."

2. It's not really bound to the current motherboard. An OEM license is tied to the first *computer* it's installed on, and Microsoft considers that changing the motherboard is changing the computer.

If the place you bought it from didn't make it clear that it was a System Builder/OEM copy, they were being deceitful.
