Cortana search and Start menu stop working (not the usual suspects)

I bought a new PC (ASUS ROG GD30) and I've got a persistent problem with Windows 10 Home Cortana search and the Start Menu. After random times for no apparent reason, the start menu and cortana both become unresponsive to mouse or keyboard interaction. I've tried all of the options to resolve the issue that I've been able to find online:
-restart (clears symptom but root cause remains and it end up not working again)

-windows update

-create new admin users and copy files over from from the profile

-reinstall all apps via powershell

-sfc /scannow

-reset windows from built in recovery:

--keep files option

--lose everything option

-install windows from recover media creation tool


I am unable to find anything directly related to the start menu but I did find this indicating a cortana failure:

As described on your post, it seems that you're done with some options on how to resolve your Cortana and Start menu concern but still, the issue persists. To assist you with your concern, we would like to know if have any third-party antivirus software installed on your computer. If yes, try disabling it for the meantime. You can also check this link on how to troubleshoot problems opening the Start menu or Cortana.

I was able to resolve this issue on my machine by using the secondary admin account and logging in as administrator then deleting the 

C:\Users\{yourusernamehere}\AppData\Local\Packages\Microsoft.Windows.Cortana_cw5n1h2txyewy

Folder.  Then logging out of administrator and back in as the user.  

In my case, some of the data in that directory must have become corrupted.  It was re-created when I logged back in as the user with the problem.

Drove me crazy for a while...Nothing else worked.

The fix was to format the drive and reinstall a fresh version of Win 10 Pro downloaded from MS. It appears that the Win 10 Home installation was corrupt from the factory. Any fix I attempted that leveraged the old OS resulted in the issue persisting.
