Hi,
Thank you for posting your query in Microsoft Community. Your interest in Windows 10 is much appreciated. I will be glad to help you.
Before I can provide you any assistance, I would like you to answer the following question:
Is this issue only with Photoshop or with other applications too?
If the issue persists only with Photoshop, I would suggest you to uninstall the application and Re-install it.
The issue persists with other applications then, Please try the below steps to fix .
- Open the Task manager. Here’s a tip: Press CTRL+Shift+ESC.
- Click File > Run New Task
- Make sure you have a check mark beside “Create this task with administrative privileges”
- Type Powershell
Type the following in the Powershell prom
- Wait for PowerShell to execute and complete the command. Ignore the few errors (in red color) that may pop up.
- When it finishes, try hitting Start and hopefully it’ll start working.
Your reply is very important for us to ensure a proper resolution. Please get back to us with the above information in order to assist you accordingly.
For further assistance, you can post your query in Microsoft Community.
Regards,
Rakesh.

Hi,
We apologize for the delay in response, and for the miscommunication.
Let us try the below steps and check if it helps.
-
Open an Administrator CMD window. If you can’t find a way, use these steps:
-
Press CTRL+Shift+ESC to open Task Manager.
-
Click File > Run New Task
-
Make sure you have a check mark beside “Create this task with administrative privileges”
-
Type CMD
-
-
Type the following commands at the CMD prompt:
dism /online /cleanup-image /restorehealth
sfc /scannow -
If either command does not show a good outcome, we need to stop and repair Windows. See the last step in the procedure.
-
If dism and sfc both completed and show no remaining issues, run these commands:
powershell
Get-AppXPackage -AllUsers |Where-Object {$_.InstallLocation -like "*SystemApps*"} | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"} -
Restart the computer.
Let us know the status, we are glad to assist you further.
