Not able to maximize Photoshop from taskbar

This happens only on my surface pro 3 running windows 10 (clean install). If I open photoshop, and minimize it, I cannot maximize it by clicking on the taskbar icon. I can see the preview when I hover on it, but when I click I just get the error sound. Happens only when a file is open. Cannot replicate the issue on my desktop running windows 10 either, and others dont seem to have the same problem. Any ideas?

Before I can provide you any assistance, I would like you to answer the following question:

Is this issue only with Photoshop or with other applications too?

If the issue persists only with Photoshop, I would suggest you to uninstall the application and Re-install it.

The issue persists with other applications then, Please try the below steps to fix .

  1. Open the Task manager. Here’s a tip: Press CTRL+Shift+ESC.
  2. Click File > Run New Task
  3. Make sure you have a check mark beside “Create this task with administrative privileges”
  4. Type Powershell

Type the following in the Powershell prom

  1. Wait for PowerShell to execute and complete the command. Ignore the few errors (in red color) that may pop up.
  2. When it finishes, try hitting Start and hopefully it’ll start working.

Hi,

We apologize for the delay in response, and for the miscommunication.

Let us try the below steps and check if it helps. 

    1. Open an Administrator CMD window.  If you can’t find a way, use these steps:

      • Press CTRL+Shift+ESC to open Task Manager.

      • Click File > Run New Task

      • Make sure you have a check mark beside “Create this task with administrative privileges”

      • Type CMD

    2. Type the following commands at the CMD prompt:
         
      dism /online /cleanup-image /restorehealth
         
      sfc /scannow

    3. If either command does not show a good outcome, we need to stop and repair Windows. See the last step in the procedure.

    4. If dism and sfc both completed and show no remaining issues, run these commands:
      powershell
      Get-AppXPackage -AllUsers |Where-Object {$_.InstallLocation -like "*SystemApps*"} | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

    5. Restart the computer.
