Transferring photos from sd card after Windows 10 upgrade

After the Windows 10 upgrade, when I try to transfer photos from an sd card,  I am having problems. Rather than selecting photos that haven't been transferred, all photos, even those previously transferred, are being shown in import field.  How do I change that without deleting photos from the card?

but the import is not to where I want it to be - I want to import to the pictures folder as per W8.1. For some reason it will only let me download to the Photos App which is limited and useless for my purposes.

how do I reset to download to where I want it to go rather than where Windows wants to send me?

I don't understand how a hardware issue can resolve importing previously imported photos but I tried these instructions. Autoplay settings were set to import.  They didn't help.  The system continues to try to import all photos, including all photos previously imported.  It tries to import. After reading some other complaints, I think the system doesn't recognize that these photos have been imported prior to Windows 10 upgrade. I think a few bugs need to be worked out on the photo app.

How come all "improvements" are for the worst?

With windows 8, I could import only the latest/recent pictures.

Now it imports all (some 800 !!!) every time I want to download just 3 or 4 pictures.

This is insane.

Whoever designed this program is nuts.
