Surface pro x Handwriting personalization not available for this input language

I have just completed setup of the Surface pro x, and installed all updates for the machine.  When I attempt to improve recognition from Pen and Windows Ink, I get a dialogue box that says: "Handwriting personalization no available for this input language.  Handwriting personalization is not available for the default input language."  English (United States) is the default language.  Has anyone come across this for the Surface Pro X and if so, how have you fixed it?

System:

Surface Pro X

Processor: Microsoft SQ1 @3.0 GHz

Edition: Windows 10 Homes

Version 1909

Installed on 11/23/2019

Thanks for your patience. I just wanted to know, when you purchase your Surface Pro X. Did you purchase a keyboard with a Pen on it?

Is this the slim pen that you are about to use on it also?

Yes, I have the signature keyboard with slim pen.  I have tried to solve my problem with the pen paired, unpaired, keyboard attached, keyboard not attached.  I have even tried it with my pen from my surface pro 6, and the problem still persists.  It is not a peripheral problem, sadly.

Any update available? I have the same issue. I was on other forums with slightly different problems. I tested the same as Joshua and have similar configuration, namely signature keyboard with pen.

Additionally I deleted and uploaded the language pack to have only one. I also ran a diagnostic on powershell and handwriting was set on false. I managed to set it to true using set-winuserlangagelist but that didn't fix the issue either.

Is it something specific to the pro X model? This functionality seems to be defective for similar reasons on previous models...

Thanks for checking on this. You can actually proceed on this troubleshooting below. 

You may visit your Device Manager under your Surface Pro X. Just make sure everything is updated on your Surface Pro X.

Suggestion #1:

Try to uninstall these following drivers below:

How to uninstall: Go to Device Manager or Search Device Manager on your search box in your Task bar> Click on the driver to show drop down options > Right click or Tap and hold to show options.

Go to Human Interface Devices 

Uninstall:

2x HID touch screen (If you are seeing 1 only, please proceed)

Intel(R) Precise touch device

Go to System Devices

Uninstall:

Surface Pen Settings

Suggestion #2:

Try to run the Surface Diagnostic Toolkit:

Hello,

Under Human Interface Devices there is no HID Touch Screen, there is a HID compliant touch screen (which I uninstalled and windows reinstalled).   There is also no entry for Intel(R) Precise touch device.

Under System Devices, there is no entry for Surface Pen Settings.

I attempted Suggestion #2, but there were no errors after running the diagnostic, and the original problem persists.

I see indeed only one HID (compliant) touch screen and no Intel Precise touch device

In system devices, I am not able to find surface pen settings.

I uninstalled HID touch screen and unsurprisingly no improvements, same notification...

I ran also the diagnostic tool and nothing detected so far.
