Visio 2013 - File BlockSettings

Oddly, I am unable to open a downloaded .vss file. from a well known company.

Uh oh, it's greyed out. Hmm, must be in the registry. 

Still, seems silly, if cannot open stencils by default. Are they so malicious?

Just save to Power Point file or jpeg, I guess.

I really do wonder why this was implemented, but then it only adversly affects customers, 3rd-party stencil vendors etc, so doesn't affect MS's bottom line.
