Fail to activate O365 Shared Activation License on RDS

Hi,

Recently we have a new RDS setup and get the O365 installed via Deployment Tools. Everything goes fine. Up to the steps when we get active it, it prompt with the error after we put in the account with proplus in E3 plan

"Sorry, something went wrong while trying to obtain a shared computer license for Word"

Then I have go thru with this article https://technet.microsoft.com/en-us/library/dn782859.aspx?f=255&MSPPError=-2147217396

Good on all check until we are on the to step

Verify that activation for Office 365 ProPlus succeeded

On the shared computer, after you open any Office 365 ProPlus program, go to the following folder:

    %localappdata%\Microsoft\Office\15.0\Licensing

I found the folder is empty and get stuck. I have already checked that

1. the user logon during the activation has 365 Proplus assoicated (we are using E3)

2. the user has Admin right on O365

3. we also go thru the session "Unlicensed Product" with no luck.

May I ask what I am missing or done wrong which fail the activation please?

Hi Everyone,

Recently we’ve received several reports on two related issues for Office 2013 apps. If your Office installation is MSI-based version 15.0.4787.1001, or Click-to-Run version 15.0.4787.1002, you may get the errors below. 
1. “System Error - The program can’t start because davclnt.dll is missing from your computer. Try reinstalling the program to fix this problem.“ - Primary thread
2. "Sorry, something went wrong while trying to obtain a shared computer license for XXX, Error Code: 0xc004f014 " – Primary thread
 
We are working on a fix for the issue (No ETA on this). Before the fix is ready, please install the “Desktop Experience” feature as a workaround. See this article for information about installing the Desktop Experience.We will provide an update at the primary threads above once the fix is released. You can subscribed to the threads to get the most recent information.

If you are experiencing a similar issue with a different error message, please let us know by starting a new thread as this may indicate either a scoping issue or an independent problem.
