"Cannot Authorize Your Current payement method" message error i get when trying to purchase anything on marketplace

Hey, i have been usning my xbox for a while now and i have used my visa card on it since december of '10 . Then it recently got cancelled due to a possiblility someone got its number, so i get a new on.  I put this new visa on my account and i try to buy something (all this happens today) when i buy it a error message comes up "cannot authorize card, please try again or use a different payment method"  so i put in my amex, still same message.  I contact the bank, they say it is all fine with the card(s) and there should be no error. so i contact a xbox support agent, they have no idea whats wrong and say its working on there end. Anyong got any idea whats going on  is this just temparary or what? ive been purchasing tons of points without trouble, until now.    Btw im not the best typer so pardon that if you may.
