i find that focusing on a few main skills at a time is best.

i started my first play through and have been playing that same character since release day,  hardcore/very hard

focused on survival, guns, medicine to begin with, before long they were all high enough, early on though you dont need 100 in any skill really, so just build them up as you progress. save often, maybe even save just before you level up so if need be you can re-do it.

Pretty much what he wrote.  The skill that I have at least at the halfway mark regardless of character is the Repair skill, since let's be honest,  you always need it.  In my current build I put my Speech skill up to 100 with the Intimidate or Jury Rig perk next on my short list, that being written if you've enough magazines you don't need to put any skill past 90.

If you take the "Comprehension perk" skill books will be 20 instead of 10 and they will last 3 times as long. Which in turn will free up more points towards speech, guns, survival etc...It's really up to you and your play style on choosing what a "good" character build is. What I do with my character you my not like. The only advice I can truly give is just experiment, there are so many possibilities.

Good tips there already, but I'll share some of my own too. I sometimes use balanced characters to get achievements or do everything in one playthrough, but i like more playing a character that is great at only a few things and poor in most. Like a stupid fighter with 10 strenght, endurance and agility and 1-3 intelligence and low everything else. Won't gonna get many speech wins but can run head first to a melee fight with deathclaws, lol. Or make a character that has 10 agility and perception and try to sneak all the time so you would never have to use a gun.
1-3 intelligence
That's always funny for anyone who hasn't tried it

Anyway, my character's highest SPECIAL stats are always Agility and Intelligence, and I focus on Speech, Lockpick, and Guns, with Energy Weapons, Science, Medicine, and Repair as the game progresses.  That's always been my build, and it has yet to fail me

Level up lockpick & science to 80 , take the comprehension perk so skill book will bring you to 100 if you run across a very hard lock or computer. {Which is very rare} and put barter to 70 so you can get the long haul perk so you can fast travel when you over weight. The rest of your points is up to you. But thats what I recommend.
