I can get online, but cannot operate system restore or download any fix-it because it says the disk is full, and it won't let me allow more disk space. I have at least 200g free on disk. Saw something else that this win32event.pyd is from Google Chrome,
and I use Chrome all the time. Also, if I can get into control panel, I can only do 1 window, it does not respond to going any deeper than 1 category.

Which fixit are you referring to? From which website are you trying to download the fixit and why?
What happens when you try to allocate more disk space for System restore?
When do you get this error message "win32event.pyd"?

Try to boot in safe mode and check if the issue persists.
In safe mode, you have access to only basic files and drivers (mouse, monitor, keyboard, mass storage,
base video, default system services, and no network connections).
