Windows 7 (64 bit): "Error 1606. Could not access network location %APPDATA%\."

There are several applications (Adobe Acrobat Reader 9.2 and Microsoft Visual C++ 2005 Redistributable for a couple) that I have tried to install on Windows 7 (64 bit) in which I get the following error: "Error 1606. Could not access network location %APPDATA%\."

I have seen many threads about fixing this in Vista, but none for Windows 7. I have tried some of the Vista fixes with no luck. Any ideas?

The information in the registry subkey:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

 is very different for my install of Windows 7. Here is what I have, should it we changed to what is recommended in step 8? Here is what I have:

I also had to change everywhere else in the Registry that had AppData to match the settings on the link mentioned earlier.
