Right ALT Key no longer making upside down exclamation and question mark for Spanish

Prior to having Windows 10 installed yesterday I was able to easily make the upside down exclamation point and question mark for Spanish in Outlook, but I cannot do this in Windows 10. Is there an alternate, easy way of doing it that does not require copying and pasting? Removing this feature was a bad decision for those of us who frequently deal with more than one language. I use a Surface Pro 3 tablet currently running Windows 10 as of today.
