delay in opening of network and sharing

Welcome to Microsoft Community.

In order to understand the issue better, I would like to know:

1. What (software) changes did you make on the computer prior to the issue?
2. What type of connection are you using to connect to the internet? Is it wired or wireless?

I would suggest you to try the below methods, check if that helps:

Method 1:

Follow the steps below:

1. Right click on "This PC".
2. Click on Manage.
3. Under the System Tools section, Double click on Local Users and Groups.
4. Click Groups.
5. Right click on Administrators.
6. Click on Add to group.
7. Click Add.
8. Click Advanced.
9. Click on Find Now.
10. Double click Local Service.
11. Click Ok.
12.  NT Authority\Local Service should show up in the list now.
13. Click on Ok.
14. Close Computer Management and reboot.

If still the issue persists, proceed to Method 2.

Method 2:

Download and install the latest compatible network adapter drivers from the manufacturer’s website and see if that fixes the issue.

Method 3:

If you’re using a wired connection to connect to the internet, I’d suggest you to start your computer in a clean boot state and see if that fixes the issue. Refer the link below:
