Outlook 2010 - Custom Form Not Visible to Recipient

I have created a custom Outlook 2010 form. I can open the form, fill in fields and send it to myself, and I see it with all the fields' data retained.

This custom form was created from the 'Message' form template.

If I send the form to another person, they only see a blank message area, and do not see the custom form. What am I doing wrong?

With a little reading, I found that in Design mode, in the Properties tab, checking the box labeled "Send form definition with item" does what I need it to do.

Do they have the form installed on their computer? If not, are you including the form definition when you send it?
