why is my bottom page border not printing/or showing up in print preview, but is displayed in open document?

I'm working with microsoft office 7 with vista ultimate 32 bit and a hp printer.  I'm trying to print a document that contains full page borders.  On the open document the border is present, but on print preview or when trying to print document, the bottom border is not there.  How do I correct this?

Make sure that under File>Options>Advanced, you do not have a check mark in the box for "Scale content for A4 or 8.5 x 11" paper sizes".

Also in the backstage Print view, under the 1 Page Per Sheet dropdown, the Scale to Paper Size option is set to No Scaling.
