I can not download maps for Eskalation Black Ops. the third day. loads up to 99% wrote Failed to download Help please. Ports in my routore Dir 655 open 53,80,88,3074 not download, maps.

if you are in the correct region of your account try also delete the download and clear the system cache before redownloading

My account was in the U.S., but I went to their country of Russia, as friends told me to buy a map in Russian. I just load them up to 99% can no longer hold. I removed the card and clear the cache does not help.

That be your issue either you migrate your account to Russia and download the correct content or create a Russia account and download the correct region content you also need the Russian disk for it to work although i suggest you test a friends russian disk to see if the disk would work with yoiur console first
as there might be a ntsc /pal issue

I live in Russia. account has been registered in the usa. But in order to download these maps, I moved my account in Russia. And only after the transfer of the account I bought these cards.

you need a russian disk as the US disk will not work with russian dlc
the requirements are
same region account + same region you physically live in and also same region DISK
all MUST match
