Have you tried everything here:

Error 3F4B occurs when you try to download an update from Xbox Live
Problem

You may see the following error message when you try to download an update from Xbox Live

Update Failed

Can't download the update. To test your connection, open System Settings and select Network Settings, Test Xbox Live Connection.

If the problem persists, go to www.xbox.com/support.

Status Code 3f4B-xxxx-xxxx-xxxx-xxxx-xxxx

Note The “x” digits vary.

Solutions

Try the following solutions.

Solution 1: Try installing the update again
  1. Restart your console.
  2. Press the Xbox Guide button on your controller (the large central X button).
  3. Go to Settings and select System Settings.
  4. Select Network Settings.
  5. Select Wired Network or your wireless network name (if you are prompted to do so).
  6. Select Test Xbox Live Connection.
  7. Select Yes if you are prompted to update your console software.

If this didn’t resolve the problem, try the next solution.

Solution 2: Make sure you have enough storage space

The latest console software update requires at least 190 megabytes (MB) of storage space (or 256 MB if you live in Japan). If you don’t have enough free space, you need to move or delete some items. See Copy, move, or delete content.

If this didn’t resolve the problem, try the next solution.

Solution 3: Clear the system cache

Removing the temporary files on your console might solve the problem. See How to clear your Xbox 360 system cache.

After clearing the cache, try the update again. If this didn’t resolve the problem, try the next solution.

Solution 4: Reinsert the storage device
  • If you’re using an Xbox 360 Memory Unit or a USB flash drive instead of a hard drive, remove and reinsert the Memory Unit or USB flash drive.
  • If you have a hard drive, try removing and adding the hard drive again.

After replacing the storage device, try the update again. If this didn’t resolve the problem, try the next solution.

Solution 5: Copy the update to a USB flash drive or CD/DVD and install from the disc

Copy the console update from your computer to a USB flash drive or a CD/DVD, and then install the update on your console. Here’s how:

Copy to a USB flash drive

Note The USB flash drive must use the FAT32 file system.

  1. Plug your USB flash drive into a USB port on your computer.
  2. Download the update file.
  3. Click Save to save the console update .zip file on your computer.
  4. Unzip the file.
  5. Copy the contents of the .zip file to the root directory of your USB flash drive.
  6. Unplug the USB flash drive from your computer.
  7. Plug the USB flash drive into a USB port on your Xbox 360 console.
  8. Restart the console.
  9. When the console restarts, the installation program starts automatically. Select Yes when you are prompted to update the new console software.

Burn to CD or DVD

You can also download the update on your computer, burn the update to a CD or DVD, and then install the update on your console. Here's how:

  1. On your computer, download the update file.
  2. Click Save to save the console update .zip file on your computer.
  3. Unzip the file.
  4. Insert a blank, writeable CD or DVD into your computer.
  5. Copy the contents of the .zip file to the root directory on your CD or DVD, and choose to write (burn) the files to the disc.
  6. Once the files have been burned to the disc, remove the disc from your computer and insert it into the disc drive on your Xbox 360 console.
  7. Restart the console.
  8. When the console restarts, the installation program starts automatically. Select Yes when you are prompted to update the new console software.
Solution 6: Roll back updates
  1. Press the Guide button on your controller, go to Settings, and select System Settings.
  2. Select Storage.
  3. Scroll down to your Memory Unit or hard drive, so that it’s highlighted.
  4. Press the Left bumper, press the Right bumper, and then press X.
  5. Again press the Left bumper, press the Right bumper, and then press X.
  6. Select Yes.

This will delete any system updates that are installed and then restart the console. You will then be prompted to install any pending updates. Install those updates.
