"Online play has been restricted for this Xbox LIVE account."

I just made an Xbox Live account and I'm completely stumped. I tried to play Nascar Inside Line online using Xbox Live but whenever I try to get started a bar comes up saying "Online play has been restricted for this Xbox LIVE account." Any clues as to why this keeps happening or how I can fix it?

To be able to play any games online you need a Gold membership (paid subscription) and your account is only silver membership thus restricting your service availability.

I'm getting that same message in reference to my "NASCAR: The Game 2011." I do not have an Xbox Live account but I was able to see my fasted times in under selecting tracks off of the "Race Now" mode. Just today I didn't notice my times listed under the track selecting anymore. When I tried to view it even though nothing was there I got the message "Online play has been restricted for this Xbox Live account." I don't know what the deal with that is.
