LOCKED - Problem recovering account

I made an account on XBOX.com and wanted to recover it to my xbox. I selected recover account on the xbox and an updating screen appears, after a few minutes of downloading this update an error screen pops up saying there was an error downloading the update? I have tried multiple times and the error keeps coming up, any suggestions?

What is the error you are recieving? Does it have a code attached to it? Here are some steps you can try. support.microsoft.com/.../en-au
