Issue

This kid on xbox ([mod removed]) continues to hit me offline and he said he had my IP address  and i called my ISP and they said they couldn't do anything about it the person routinely hits me offline and i cant get on for hours at a time please take a note into this his gamertag is: [mod removed]

File a complaint on him via the console. Calling out other gamers is not allowed on the forums.

As Smwutches has said, it is against forum rules to call out or "name and shame" other gamertags. However, what you're experiencing is a DDoS attack (Distributed Denial of Service) which is illegal. If your ISP cant help you and if the attacks don't seem to subside, call your local police and file a report. May not seem much, but like i said, DDoS is illegal and an infamous menace to online gaming across all platforms.
