Do you get the same message when you run cmd as administrator?
Type cmd in the Start box (do not hit Enter), right click on the cmd.exe icon at the top of the list and choose Run as administrator, OK the UAC requestor. Then try sfc /scannow. Be sure to put the space after sfc.
