Can't update, my error code is 80070003

Hello please help,

I can't update 

I have windows 7 home premium,  64

my error code is 80070003

I have tried  http://windows.microsoft.com/en-US/windows-vista/Windows-Update-error-80070003.

I tried Microsoft fix

I have turned off my antivirus "symantec end protection"


I also down loaded "Microsoft Update Standalone Package" 
and installed it.  (I assume it does something to windows update.  I cant find a stand alone program to run, so I just ran "windows update" again

I still cant get updates.
