Windows 8.1 upgrade fails: 0x80070005 0x4000D

I can't seem to upgrade my desktop successfully. I get the 0x80070005 0x4000D error code. Here is what I have tried:
uninstalling everything but office
unplugging devices including my extra hard drives
resetting the windows store
performing a clean boot with all non-microsoft start-up services and programs disabled
updating device drivers
disabling malware scanners, anti-virus software, and firewall protection
running system file checker verification

None of the suggestions on this forum seem to work.

I had the same issue. Here is what I did to resolve it:

1) deleted all Hyper-V virtual adapters (Hyper-V Manager)
2) uninstalled Cisco VPN Client
3) disabled all apps in Start-up (Task Manager)
4) disabled all non-Microsoft services (msconfig)
5) uninstalled Windows Phone 8.0 SDK

Hope it helps someone too.
