Control Panel Mail "Application Not Found"

I'm on windows 10 and have office 2016 installed (upgraded previously from office 2013). When going into control panel the only "mail" item showing is "Mail (Microsoft Outlook 2013)". The icon next to it is blank and when I click on it it says "Application not found". How can I access the Mail settings from the control panel? I have tried an office repair and undertaken a full re-installation of office (removing office using the easy fix tool). Any help much appreciated.

It's part of the Outlook installation. You can try searching for "MLCFG32.CPL" under "Program Files (x86)" and "Program Files", or you can do a repair. Repairing should put the file back if it is missing.

THANK-YOU so much! You are my savoir! I too have a Surface Pro (2017). I uninstalled Office, then installed 64-bit version, then ran updates by opening up Word > File > Account > Update Options > Update Now. My Outlook 2016 calendar in syncing properly, and the  Mail (Microsoft Outlook 2016) icon in Control Panel is back to normal. It took me a few days and chatting with Microsoft support (useless people) and I finally just needed this advice!

Thx for the hint, but sadly didnt fix the issue for me.

Hi, I am having the same issue, this seem to be related to an update that was released based on what I have been reading. 

I was recently working with a client and I only could get around this error by using the run command,   "outlook.exe  /profiles" when this prompt comes up I select new profile and then set up a new user profile. Making sure to not use the same profile name. 

In my scenario, I was still getting errors creating this new profile so, I deleted the .ost associated with the old profile.  and it worked. 

The "mail setting control" in control panel however is still missing.  I also tried the regedit recommendation but that did not work, as the values are not there. I know sometimes  windows update may fix this I was told. 

Things that did not work to fix issue: 

Office 2016 update - failed

Office 2016 reinstall - failed

Windows Registry edit- failed

Windows update - failed

Rolling  back specific update - failed

Windows 10 update upgrade from Windows 7  running as fully updated - failed

sfc  repair- failed

Windows restore -failed

Windows repair from disk - failed


I am still researching this issue.

I CONFIRMED THE FIX!  : )   I saw a previous post suggesting to reinstall Office with 64 bit it should resolve the issue.

I reinstalled Office by choosing 64 bit, reconfigured Outlook and the mail is now opening from Control Panel and I can see my profiles.

Note: The icon stills blank however it is working. I am not sure if the icon original format will return eventually after Windows and Office updates.

I am pretty sure it will if I reinstall the OS however I am glad it is working for now.

OMG Thank you!!! My IT department didn't want to deal with me and was telling me to use Outlook in safe mode and use the web portal but I freaking hate the web portal and none of my settings were available in safe mode. This fixed the issue!!! I removed all mail profiles and started Outlook over again. Beautiful. Microsoft has an awful lot of work ahead of them to fix these stupid issues.

Hi,

First locate true paths for mlcfg32.cpl and appvlp.exe

For me it was

"C:\Program Files (x86)\Microsoft Office\Root\Office16\MLCFG32.CPL"

and

"C:\Program Files (x86)\Microsoft Office\root\Client\AppVLP.exe"

Then open regedit and search this entries with mlcfg32.cpl

With Win7 there was 2 entries under HKEY_LOCAL_MACHINE that needed to be corrected.

Win10 has more entries regarding mlcfg32.cpl. Correct all wrong paths to either one AppVLP and MLCFG32.CPL

Just correct the path from the entries to the file. Nothing else

for example:

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Classes\CLSID\{A0D4CD32-5D5D-4f72-BAAA-767A7AD6BAC5}\shell\open\command

"C:\Program Files (x86)\Microsoft Office\root\Client\AppVLP.exe" rundll32.exe shell32.dll,Control_RunDLL "C:\Program Files (x86)\Microsoft Office\root\Office16\MLCFG32.CPL"

Also icon:

Computer\HKEY_CLASSES_ROOT\WOW6432Node\CLSID\{A0D4CD32-5D5D-4f72-BAAA-767A7AD6BAC5}\DefaultIcon

C:\Program Files (x86)\Microsoft Office\root\Office16\MLCFG32.CPL,0

I have located the HKEY but am missing for example \shell\open\command for each. How do I add that to the string since there are many option under edit. Thank you.

I am in Windows 10 and did the above.  I found 1 entry where the paths to both AppVLP and MLCFG32 were wrong.  Correcting that fixed the link in Control Panel, so thank you for that!

I am researching this problem because I have a third-party program that is supposed to open Outlook with a PDF attached when I click the button.  I thought this might be related, but it seems it is not.  Any thoughts on that?  Unfortunately it gives no error message; the program just freezes for about 20 seconds and then starts working again without opening anything.

I suggest you start thread for that problem but do you mean open in Outlook as open new mail with attached pdf?

Could you post those regkeys values? Not all the keys related to this prob should even have that shell open command.
