outlook 2016 does not display option to change smtp seting

When I go into accounts settings to change the smtp setting the option is not shown for smtp. It doesn't show the pop server setting either?

It sounds like you have the new dialog. You can bring up the old dialog from file, Account Settings > Manage Profiles. This opens the Profiles dialog, which uses the old forms.

To get the old UI for email account settings, go to
File --> Account Settings --> Manage Profiles --> email tab --> select email account --> click on <Change>
