Error 10060; cannot connect to outgoing smtp server

I''ve been using Microsoft Outlook 2010 since I've had my laptop which has been about 4 months.  Just recently I moved away for college and have been working on setting up my computer with a new router.  Everything is working fine, connection-wise, except that I cannot send any emails through outlook.  I get an error code 10060 stating the program is unable to connect to the outgoing smtp server.  All of my server settings are correct...If I take my laptop home and connect to my home network (that I had been using the last four months) everything runs as it should, but as soon as I get back to my dorm I can't connect to my outgoing smtp.

Switching between different internet connections may prevent you from sending emails using a POP client from some ISPs.

 

You may try to enable the Authentication for the Outgoing SMTP server using the following steps and verify the status:

 

·         Open Outlook click on File > Account Settings > Email > ‘More Settings > Outgoing Server and check the option which reads ‘My outgoing server requires authentication’

·         Apply the settings and restart Outlook.
