Shared Excel files opening as Read Only when shared through OneDrive link

I am trying to figure out how to use the shareable link option to allow recipients outside of my company to edit Excel files that I share with them. Currently, when I send a link to someone outside the company, they can only open a “read-only” version of the file, even when the permissions for the link are set to “Anyone can view and edit.” According to all the support literature I can find, this should allow anyone to be able to edit the file. This is not the case, however, and I am wondering what I am missing. Any help would be appreciated.

It should be noted that this is the OneDrive web interface. We are using Business Essentials licenses.

Thanks for your information in PM.

The file you shared with me is in .xls type and I opened it in read-only mode too. I would like to explain that, Excel online do support .xls file, but when you youself open this file format, Excel Online will convert it to a newer .xlsx file. If we share the .xls file to others, as they don't have permission to create a newer file on your OneDrive, so this file cannot be reverted or edited from their side. 

So I suggest you share .xlsx files to external users to check the outcome. They will be able to edit .xlsx files if they have edit permission.
