15031: Stuck at "Downloading updates 99%" for a day

Stuck at "Downloading updates 99%" for a day. I'm at a loss for what to do. Tried the update troubleshooter, no dice. Makes no progress, sits there for hours. Any ideas?

Just do a restart using the power icon, also posting info about your system would help.

I've restarted a few times, no luck.

Surface Pro 4 i7 8 GB/256 GB, pretty new, plenty of space.

Have you removed any extra connections?you remove the SD card?

In File Explorer,  A folder named $Windows ~ BT should contain the install folders and files.  Open the folder and you will see a setup.exe file.  Open it and it should install Windows.

This Folder probably is hidden, so you may have to change your settings in File Manager, if you already have not done so.

I had the same problem a while ago.  A little manual intervention sometimes will get things moving again.

setup.exe doesn't exist there, just a Sources directory.

Sorry about that.  It is there on my system -- but then 15031 did not hang for me.

The folder in my $Windows ~ BT look like what you see when you double click an ISO file.
