Outlook new mail alerts/popup delayed

I have Outlook 2013, installed with Office 2013 Professional (not 365), running Windows 8.1 release.   Just installed after upgrading from Windows 8.1 preview a couple weeks ago.   When I receive mail, I see the mail icon appear in the taskbar Outlook icon, however, the Desktop Alert (popup) and "Play a sound" don't fire off for anywhere between 5 and 15 minutes after the email is received.  In most cases, I've already opened and read the email by the time these notifications occur.

Any ideas?

This was suggested in TechNet, to try;


1. Run Outlook as a Administrator


2. Disable all the notifications in Windows 8 - PC Settings


3. Exit Outlook


4. Run Outlook as administrator again,


5. Enable the notifications


6. Restart the computer
