Hibernation is set to sleep but hiberfil.sys is created on every boot, how do I delete it?

I have an SSD disk with limited disk space and would like to disable hibernation completely. I can delete the hiberfil.sys by running "powercf -h off", and all the settings regarding hibernation in PowerOptions is set to never, but when I reboot the computer the hiberfil.sys is recreated and I don't know why. Those extra GB would be valuable to me and appreciate all the help I can get.

Hi,

Double check ALL the settings in the troubleshooter above - even if they are set
correctly set them to something else as if you planned to leave them that way
and then go back in and set as needed.

Some antivirus/antispyware/security and other programs can block system
settings from being changed. Are you using Professional, Ultimate, or Enterprise
where GPEdit (Group Policy) can be set to prevent permanent changes? On a
business network or domain with an IT dept. that can control settings?

After the above :

If needed use the Clean Boot Methods to see if anything running is preventing the
changes from sticking.
