Win 10 Pro Install Fails With Error C1900101-20017

My system update from 8.1 Pro/64 to Win 10 fails with the error message C1900101-20017 ("The installation failed in the SAFE_OS phase with an error during BOOT operation").  I have tried every suggestion I could fine on this error - mostly for systems trying to update to 8.1 or the beta version of Win10.  I have removed or disabled all my external USB devices (two HD and a film scanner), tried to install from a clean boot, repaired the windows update service, enabled the superfetch service (not needed because I have a SSD C: drive), increased the size of the Startup Event Trace Sessions (because I saw an even with an error about this), etc.  Nothing works.  I would do a clean install, but the only way to get a valid license key for Win 10 is to do an update.  I also tried downloading the install software ISO and have tried installing from that image - with the same result.

I am at a dead end.  Is MS cognizant of this issue and researching it?  Is there any hope that that this issue will be addressed specifically and/or the install routines modified to deal with this situation?

I'm hoping for some official or semi-official comment from MS about this issue.

Note:  I was offered the Win 10 update on the 29th though I am not in the beta program (fast or slow rings) - which was surprising. Maybe I jumped too soon, but everything I have seen indicates that the update software is ready to go.

After Looooong wait, I ordered Atheros wifi card and got in exact 1 month. I replaced with my Broadcom card on 23rd December. And using, no problem at all. Both WiFi and Bluetooth working fine. Everything is ok. rebooting as normal. I completely satisfied with this. Microsoft not done anything in this matter till date. Shameful for Microsoft, Samsung and Broadcom. They do not care there customers. Thanks to all members of this post for there valuable advices.

How do you know which Atheros card to get?  I have a Samsung RF510 and after months of reading all this and waiting, I chatted with them and their answer was basically I had to buy a new machine! This is a gamming laptop and was not cheap, it was my husband's but barely used as he got sicker and passed. I teach seniors computers and do repairs, but I needed to have a Windows 10 system for them so I could get lessons formulated. I had to put it on an old Sony Laptop to get my lessons going but it's old and slowing. I felt this Samsung w2ould be really great for doing the lessons and getting them out fast as it has an i7 CPU. And it really upsets me that Samsung and Microsoft  could care less! They said if you have windows 7 or higher you could get it. I have windows 7, Nvidia Geforce video card and the Broadcom  WiFi.

My Sony is only an i3, Atheros AR99285 Net work adaptor, Intel HD graphics, And American Megatrend  BIOS (at one point I was told the Bios was the problem). 

I also have a co-worker that has a Dell that also won't update and it's brand new.

Several months ago,  having  failed after  days of  attempts  to install Windows 10 on Samsung NP RC510   I came across advice here that  problem was  with  Broadcom Wifi adapter 802.11g. Disabling this was enough to  allow  w10 installation but then no wifi.  I bought new Intel  Centrino  Advanced N 6235 to replace Broadcom. . This is  the adapter on other Samsungs  I have  Np 530 c which around the same time I  upgraded  to Windows 10 without any of these  problems.  The N6235 was cheap and easy to install  allowed  W10 upgrade and works  perfectly.

This Atheros card supported almost all Samsung laptops model. I also searched too many places and sites, then finalize. This card and intel 7260 both are supported to our systems. You can also choose in both of them, and if need, ask me without hasitation. I purchased this card online.

One more question, If I turn off the Broadcom  Wifi  and connected via an Ethernet  connection then shouldn't I be able to connect and set up windows 10? I tried that yesterday but no go. Not positive I had the card turned off though.  I'll try again today since it's going to be quiet around here.

I think it not working because when you trying set up, Windows will check hardware in your computer. With Broadcom Wifi card, Windows will stop so with my opinion, you shoud remove or change Broadcom wifi card and use LAN or Other wifi card.

Thanks, I figured that out when I retried after disabling and it still frooze on reboot. Checked device manager and it had turned my Broadcom WiFi card back on.

Yes, this is right. this is not enough to turn off. It is compulsory to either replace with other card or totally remove from laptop. I also tried this and failed. So I own remove my Broadcom card and install windows 10 by Ethernet. I purchase Atheros card too much late. So don't worry about that. You can own remove that card. Its too easy. Only open few screws and open back cover with help of old credit card. And if you want, search on U-tube, you find videos about how to open your laptop and remove your Broadcom card. Still difficulty, ask me.

I just wanted to come in here and post what wound up being my solution after months of trying to upgrade to W10.

I spent MONTHS trying to upgrade. It turned out to be my boot partition. Its usually called "System Reserved"( it ususallly wont show unless you are in disk management). On my machine it had been deleted when I incorrectly restored a system image to a new drive after a drive failure. Macrium startup repair fixed the machine after the restore so it would boot, but did not actually make a new boot partition. When I was first trying to install W10, the machine would not even boot. Just a black screen because W10 needed the boot partition. So, I created one, but after my C drive. So, my disk had C drive first, then the boot partition. After trying the upgrade, it would boot, but back to W7 with the C1900101-20017 error.... Months went by and I tried all of the suggestions...replaced my network card because old broadcom cards could cause the error and uninstalled many unused programs...still no dice on getting W10 to work. Then, I decided to move the boot partition to before the C drive partition and whammo, W10 installed without a hitch... TLDR version; make sure your boot partition (maybe called system reserved) is before your C drive. You have to look in disk management and the boot partition should be before(to the left) of the partition that contains your operating system...If it isnt, use a tool like mini tool partition wizard free to move teh boot partition to the left of the os.

Acer TravelMate 5530 here, couldn't install any new Windows since 8.1 Technical Preview (or whatever it was called)

Tried clean installs, upgrades from both 7 and 8, nada.
