Answer
You can download a free copy of a Java Midlet Manager from http://handheld.softpedia.com/progDownload/Inetent-Java-MIDlet-Manager-Download-38908.html.

You will then be able to run Java apps on your device.

Answer
Yes, you can absolutely develop and run Java ME apps on your windows mobile phones.  There are several options, but I would strongly suggest that you download the Java ME 3.0 SDK that was recently released.  In this process you will see information about how to use the windows mobile emulator and I would also suggest going to netbeans.org and clicking on the mobility learning trails (http://www.netbeans.org/kb/trails/mobility.html) and this will get you started in the right direction as well.
