Refund requests for app purchased by credit card can be made on the Windows Marketplace for Mobile website. Refund requests for MO billed app purchases must be made directly to your mobile operator.

After Signing In, select Purchase History. On the Purchase History page, click the
Details button for the application you want refunded.
Click the Get Support button and you will see an option for
Get Help with my bill. Request a refund for this purchase is the sub-topic.
The Windows Marketplace for Mobile Refund Policy limits refunds to (1) per calendar month. All refund requests must be initiated within 24 hours of the application purchase. After the refund is issued, the application will be removed from your device.
This does not help me with getting a Refund for my Wp7?
I downlaoded an App called 'My Football' which was supposed to have 'Push' notifications but this never worked, and always said 'sorry no internet connection enables to activate this service' so i trued to reinstall the App - but guess what...i would have to pay for that!
I want a Refund!
