If you had quoted the entire error message, it might have been possible to tell you which settings you need to use. That error code is generated if you try to use SSL to contact a server that doesn't support it.
Right-click on the account name in the folder pane and select Properties. On the Advanced tab, deselect This server requires a secure connection (SSL). Close down WLMail and wait a few minutes before re-launching and testing. Post any new error message in its entirety.

It can't be the same error message if you've turned off SSL. Check again that This server requires a secure connection (SSL) is not selected on the Advanced tab of the account's properties sheet.
Which anti-virus are you running? Is it set to scan mail? If so, tell it not to - it doesn't add any extra security and can cause problems.
