Surface 2 - stuck in loop of "Preparing Automatic Repair"

On startup my Surface 2 tells me that it is attempting to do an automatic repair. It then says it is "just collecting some error information and will then restart". It then freezes, and returns to "Preparing Automatic Repair"....and repeat infinitely. Help!

Important: While performing chkdsk on the hard drive if any bad sectors are found on the hard drive when chkdsk tries to repair that sector if any data available on that might be lost.

Also note: Please do not perform a System Refresh or Reset as mentioned in the thread. Just perform the check disk and check if it helps.
