I did try this solution before asking the community, with no results.
I did resolve the situation, and is not related with a missing or corrupt file as suggested by Garmin product support.

SOLUTION:
download BaseCamp.exe file, than use a compress tool like 7-zip
right mouse click on the file to open file and see elements in the exec file
look for the BCMAIN.msi file, double click, it will then install,
after you can then go back to the normal BaseCamp.exe
it will then install nicely

thanks for the help

Old thread but the solution worked - the Garmin updater would not work but downloading the .exe file and then opening it with 7 Zip did the trick.  Thanks!

If you don't want to install 7zip, you can monitor your local TEMP dir, such as c:\windows\users\<user>\AppData\Local\Temp\ and look for a just created 7z.....tmp dir just after you have started the installation and the files are extracted.

This dir. you can copy and save with another name , if a reinstallation of basecamp is needed. Just start the BCMAIN.msi.

I have the same problem but when I right click to run BCMAIN.msi program it say I need 'Administrators permission', as I am the administrator, this does not make sense.

Can anyone help?

At the time I was using XP, guess you are using windows 7, I would try right click on the mouse when opening the program and use RUN AS ADMINISTRATOR, but this is just a guess
