Unable to connect to any wireless network using Windows XP.

On my desktop, running Windows XP, I'm unable to connect to any wireless network.  When I try to repair the connections, it fails due to the inability to refresh ip address.  I'm using a brand new Bell modem to access their service and this line/connection has been thoroughly tested at their end and is clean and strong. My PC has not been in use for a couple of years and I recently replaced the CMOs battery. How can I fix this?!?!?

http://support.microsoft.com/kb/283673

Note : Antivirus software can help protect your computer against viruses and other security threats. In most cases, you should not disable your antivirus software. If you do have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you are connected to the Internet or a network during the time your antivirus software is disabled, your computer is vulnerable to attacks.
