Window installer glitch?

When my computer uses Windows Installer it will run and stop, run and stop over and over while staying on the same program.What can I do to fix it?Also when I click cancel it keeps doing the same thing but will stop after a few more runs and stops.

if it hasn't already been installed (possibly by

Windows Update).
