Did you make & software or hardware changes on your machine prior to this issue?
We get 0xC000009C or STATUS_DEVICE_DATA_ERROR if there are bad blocks on the hard disk. It might also be possible that the RAM (Random Access Memory) is not working correctly.
Let’s follow these methods & check if it helps.
Method 1
You may restart the computer in safemode with networking & check if you are able
to access ‘My Pictures’ folder.
Method 2
In order to diagnose the issue, you may run the Windows Memory Diagnostic tests & check if the issue persists.

Method 3
You may also run a disk check & check if the issue persists.
