Windows Live Photo Gallery error code: 0x800736b1

Windows Live Photo Gallery error code: 0x800736b1 (window live photo gallery encountered an error loading WLK Photo LibraryMain.dll and can not start.  Need to know how to fix this

 

I have tired what you said and it did not fix the problem. still receive same error message. i tried uninstalling and reinstalling windows live photo **** still wont work.
