What purpose does the hidden folder $RECYCLE.BIN have?

What purpose does the hidden folder $RECYCLE.BIN have?
These folders use a lot of space on my partitions (from ~4GB to ~12GB).
Can I delete the $RECYCLE.BIN folder or will my system crash?
Similar question goes for the RECYCLER folder.

I have emptied the Recycle Bin and set its size manually to my desired value (which does not have anything in comon with mentioned folders sizes).

Hi There,

The significance is that it is there to give you a chance to undelete a file when you make a mistake - I guess you have exposed protected OS files and showing all hidden files on your PC.

Moving a file on a drive means only the name is moved (as a delete to recycle bin does).
