Problem installing itunes - installer encountered errors before iTunes could be configured.

I am receiving an error message when downloading itunes (Windows XP).  'The installer encountered errors before iTunes could be configured".  Apple Tech Support says it's a Windows installer problem.  Have tried solutions from other blogs, nothing has worked.  Help please.

Use the Program below to uninstall iTunes.

Once you do that, redownload/save it to the Desktop > try to install it again
